The Ellicott City Partnership (ECP) is a 501(c)(3) organization, promoting and supporting 100+ small businesses within the Ellicott City Historic District. The ECP preserves and grows the cultural identity of our neighborhood and supports economic development efforts. We partner with nonprofit and civic partners, grantors, sponsors, donors, and volunteers to provide year-round event programming and technical services for the Ellicott City Historic District community. 

The Ellicott City Partnership became an accredited Main Street America community in 2014 and operates under the Main Street Maryland state coordinating program for the National Main Street Center, a subsidiary of the National Trust for Historic Preservation. The ECP follows the Main Street Four-Point Approach to downtown revitalization, focusing on Economic Vitality, Design, Promotion, and Organization.

Ellicott City Partnership

At the Ellicott City Partnership, we are dedicated to the historical preservation and economic revitalization of the Ellicott City Historic District. Founded on May 1,1980 the partnership help preserve the heritage and vitality of Historic Ellicott City, while creating economic growth opportunities for local businesses and residents. We help foster success by facilitating access to economic resources and local community organizations. We organize and support local events throughout the year in our historic district and we seek creative ways to improve the quality of life in our downtown.

We are a member of both the Maryland and the Main Street America Programs.  The Maryland Main Street Program was established in 1998 by the Maryland Department of Housing and Community Development. It serves as the state coordinating program for the National Main Street Center, which is part of the National Trust for Historic Preservation. The program focuses on revitalizing historic downtowns and enhancing the economic vitality of local communities through a structured approach that emphasizes community involvement and local needs. Maryland.gov

Goals and Principles

The program operates on a Four Point Approach that includes:

  1. Organization: Building a strong foundation for community involvement and support.
  2. Promotion: Marketing the community and its assets to attract visitors and residents.
  3. Design: Enhancing the physical appearance of the downtown area to create a welcoming environment.
  4. Economic Vitality: Strengthening the economic base of the community by supporting local businesses and attracting new investments.
    In addition to these four points, the program has incorporated a Fifth PointClean, Safe, and Green, which focuses on improving the overall environment of the main streets.

For more than 40 years, the national Main Street America has helped to build economic power in downtowns and neighborhood commercial districts through our signature Main Street Approach™ framework. Founded as the National Main Street Center® in 1980, Main Street America has helped to generate over $115.27 billion in local reinvestment, rehab 345,801 buildings, create 815,894 new jobs, and start 181,647 new businesses in over 2,000 communities.
